So to boil it down, there are 2-3 pages with daily updates / actions(twitter,facebook, deviantart) 5-10 pages that are updated weekly (CGhub,CGsociety, Illustrationmundo, etc), about 5-10 sites that are updated monthly (epilogue, artists.de, dárt.com, conceptart.org) and some that are updated quarterly , half year and so on. Depending on how much i like the site.
I focus also on the usability, is it easy to find me or my page, or the submitted works? How do other artists or visitors treat each others and how much the site does for traffic even if i´m not active over there. I´d say it makes no sense to be on every community and keep every page updated when finished a new piece, you need to know where your target audience is and where you can upload what kind of your work. The Web and community  or even portfolio sites act like a frame to your work and not every frame is looking good when comparing some of them from the list you posted. If you think you or your work doesn´t fit on this or that site,  leave it, if there is something in the TOS that bothers you, its better to leave the site.
I´d also say that not every page where you have to pay is working out successfully for you, i had a portfolio on creativeshake.com that has cost me 4 times of what the CGS membership cost and it hasn´t worked for me, while the other did. Its a lot of trial and error;-)
